This is a microwave link transceiver as used by Cellnet. It runs at about 19GHz, if I recall correctly. It's linked to the dish at the top of the mast via a flexible waveguide. There's an ordinary coaxial cable back to the equipment cabin (which presumably also carries the power supply). Microwave links are useful because they're much quicker to install than a landline, giving a earlier switch-on date, as well as much more cost effective. It just needs to be licensed.
